11月16日は「国際寛容デー」です。1995年の国際寛容年を受けて、翌1996年に制定されました。国連憲章は序文で「寛容を実行し、且つ善良な隣人として互いに平和に生活」することを謳い、またユネスコ憲章には「平和は、失われないためには、人類の知的及び精神的連帯の上に築かなければならない」と記されています。国際化が加速する一方で、民族間の衝突や排他主義が高まっている現代において、寛容であることはますます求めれています。

Message from Ms Audrey Azoulay, Director-General of UNESCO, on the occasion of International Day for Tolerance, 16 November 2018

In recent decades, globalization has accelerated at a breakneck pace. The phenomenon is marked by strong ambivalence: on the one hand, globalization brings States and citizens closer together, enabling fruitful cooperation in multiple domains; on the other hand,it creates imbalances, fuels fears and generates tensions. Populism, hate speech and exclusionary rhetoric thrive on the anxiety bred by socioeconomic inequalities, forced migration, societal restructuring, and environmental challenges.

On this International Day for Tolerance, let us remember that cultural diversity is part of the fabric of human society. It is a strength and a driver of development. It is an asset from which we can all benefit, provided that we learn to understand one another, that we are able to see what is universal to all cultures, and that we adopt an attitude of tolerance toward what might at first seem foreign to us.

Tolerance should not be understood as an endurance of people whose characteristics differ from our own;rather, it should be understood as a readiness to respect and appreciate others, to fully grasp the value of other cultures, and to recognize the inalienable equal rights of all human beings. As defined in the Declaration of Principles on Tolerance, adopted by UNESCO in 1995:

“Tolerance is respect,acceptance and appreciation of the rich diversity of our world’s cultures, our forms of expression and ways of being human.”

At once both a moral virtue and a political principle, tolerance is a solid bulwark against racism and all other forms of discrimination. It is a vehicle for peace, which we must cultivate and strengthen. It is in this spirit that the UNESCO-Madanjeet Singh Prize for the Promotion of Tolerance and Non-Violence was established. The 2018 winners of the Prize are Canadian filmmaker Ms Manon Barbeau, who founded a mobile video and music studio programme to raise awareness of the diversity of indigenous cultures and languages, and Kenyan NGO the Coexist Initiative, which works to defend women’s rights and to combat gender stereotypes.

May such efforts be an inspiration to us all and an incentive to cultivate tolerance now and always.
